Employers are obliged to comprehensively organize and ensure occupational health and safety in their company. These basic obligations are described in § 3 of the Occupational Health and Safety Act and § 2 of DGUV Regulation 1. In addition to the basic obligations described there, there are other laws and regulations that extend and specify the employer's obligations. In addition, the employer has the option of delegating tasks to employees in accordance with Section 7 of the Occupational Health and Safety Act. The basic employer obligations include the following topics, among others

  • Appointment of a specialist for occupational safety and a company doctor
  • Assessment of working conditions
  • Instruction of employees
  • Organization of first aid and fire protection

Every company with more than 20 employees needs people who are trained as safety officers. Safety officers support the employer and managers in ensuring occupational health and safety in accordance with Section 20 of DGUV Regulation 1. As part of the training, future safety officers acquire skills in the field of occupational health and safety. The basic topics of the training include

  • Legal bases
  • Internal company occupational health and safety organization
  • Tasks, rights and duties of safety officers
  • Risk assessment
  • Key issues in the field of occupational health and safety (e.g. PPE, noise, ergonomics, fire protection, etc.) in practice

As there are always changes and adjustments in the area of occupational health and safety, the employers' liability insurance associations recommend refreshing knowledge after two to three years of working as a safety officer. In addition to the technical update, the exchange of practical examples forms a large part of the training. In an interactive exchange, you will learn about tools and practical solutions for successful safety work in your day-to-day work:

  • Risk assessment (practical examples)
  • Communication and error culture
  • Appropriate fulfillment of tasks
  • Expansion of knowledge

Due to recent changes in workplace legislation in conjunction with §10 AbSchG (ASR A2.2 "Measures against fires"), it is now mandatory for employers to provide and train fire safety assistants (usually 5% of employees). The training course covers the basics of fire protection and provides information on new developments in this area. The training concludes with a practical fire extinguishing exercise and instruction on hand-held fire extinguishers. According to DGUV Information 205-023, fire safety assistant training must be repeated at intervals of 3 to 5 years.

The training consists of a short theoretical part (presentation of fire classes, information on fire extinguishers, etc.) and a practical fire extinguishing exercise. The handling of hand-held fire extinguishers is trained.

Every company is obliged to provide company first aiders. The number of company first aiders, as well as the type, quantity and storage location of the first aid material, depends on the size of the company and the existing risks and structure of the company.
The first aider training course, which consists of 9 teaching units, teaches the basics of first aid according to the current state of the art. The training must be refreshed every two years in order to keep participants' knowledge up to date.
